YES! I have been teaching myself HTML and webdesign. There is an overwhelming amount of FREE stuff out there. BlueVoda has a very active Forum to help (they are strictly WYSISYG). I use CoffeeCup (an awesome group of FUN people) which is an HTML editor. There is also HTMLKit that has plenty of bells and whistles, but I have not seen an active Forum set-up. Just Google Web Design for beginners. You can pick and choose from there. Good LUCK! Don't get frustrated, just practice practice practice.

to create a website you need to know which software u can use..
For me the easiest is by using macromedia dreamweaver mx... this software can help you a lot... because it have template and already programed buttons.. However for beginner you need to study how the software work for a while.. but its not that hard...
Try it..furthermore you can try upgrade your skill by trying .php or .asp web site instead .html

For simple HTML design, MS Word Pad or Note Pad is good enough.

It's good to learn & understand HTML so that it'll be easier to do debugging. Go to http://www.davesite.com to pick up some pointers. It's simple to learn & best of all, free.
