Aloe Vera gel is perfect for that. It works, soothing, non-oily.
Highly recommended. don'trinse it off, leave it on!!!

Do not listen to anybody that says lotions...they burn like hell down there. Aloe included. I had this same problem, the best solution is this stuff called corn huskers lotion, it looks like semen, but it works wonders...honestly if u use this it will work wonder no joke. Triple antibiotic ointment is a natural moisturizer, and its antibiotic properties to keep your skin free from infection.
Cetaphil Moisturizer.
As for dry skin, I don't know try to keep your pants on.

try a lotion with aloe vera, what's best though is a moisturizer called eucerin...u can probably find it at your local drugstore, works well for severely dry skin problems

body moisturizers are meant for the body and your penis is part of your body i suggest you try pure coco butter it will work well good luck

try aquaphor..really any mild unscented lotion should work.. but they use a lot of aquaphor in hospitals for dry skin and its very mild.
