If you read the early comics it states that the webs will disintegrate after a while. But the police have harassed him for the webbing that he has left around.

No, I don't think New York City would fine Spider-Man for cleaning up his old webbing because he probably cleans up his own webbing to make things easier for the Sanitation Department.

No they were actually extremly grateful to him as the incident of bugs and flies in the area has reduced by half due to all the webs. They were thinking of giving him an award for duty to the city.

Actually, the spiderweb he uses in the comics is synthetic and kinda of dissintegrates after 2 hours or so. I would imagine the one in the movies, which is secreted from his hands are biodegradable....?

Well peter parker was like a really good scientist (unlike in the movie...)... and he is the one that creates the web (also unlike in the movie) in cartages which he loads in a mecanism on his wrists.
Since he created a super strong and elastic web... I believe it must disintegrate after a certain time. He is just too smart to leave it all around!!!
