i have installed two operating systems on my computer with grub loader

i want to unistall the linux (RH) without any windows problem
as well as i want to format or unistall the windows withot any linux

So? Un-install Linux. Then do what ever you want to Windows.

Use fdisk or whatever to delete the Linux partitions - no more Linux. Then use your Windows installation disk to 'repair' the MBR (I don't know how, I just know it can be done - I only use Linux) - no more GRUB. The two OSs do not interact in any way, removing one will not cause problems in the other.
