See if the surface on which you are using the mouse, ie mouse pad is colorful, and glossy. If yes, then place a plain paper above the mousepad, or on the table. It should immediately solve your problem.

Most likely the mouse is dirty but we had a situation in my office where i was the only person with a wireless mouse, then my boss bought one as well and by some wierd freaky coincidence his was on exactly the same frequency as mine. Everytime i moved my mouse his cursor would go shooting off accross his screen and doing wierd stuff. It took us about 30 minutes to figure out what was going on as he was in a seperate office across from me. What we did was reset out frequencies by pressing the button on the mouse and corresponding base stations, we didn't have any probs after that.

If it is wireless you may need new batteries. Mouses should be used on dull, not shiny surfaces.
There is a chance that someone is viewing your computer remotely and can control it.

clean the mouse. especialy if it is an optical. they are known to do that.
