Actually i think the question accurately represents the civil service myself :) Ask an ambiguous question so no clear answer can be given.

However, being serious, through a Bachelor of Social Science both History and Politics with a focus on social institutions can be studied (along with a host of other subjects - i used it to major in psychology)
