In my opinion because after rain the new road will wash out easily and it again need sudden repair hence the contractor will again manage to get contract for the same.

THE CONTRACTOR WHO CONSTRUCT THE ROAD HAVE TO MAINTAIN IT FOR 5 YEARS. I DO NOT THAT WHETHER MAINTENANCE MONEY WHERE THEY SPENT. NO BODY CARE FOR MAINTENANCE.

You are absolutely correct. The roads repaired during rainy season will not be good and needs further repairs, which would not only fill the pockets of the Contractor, but also, of the Engineers and the Politicians.

How do you think, the contractors, the engineers and the politicians build multi storied buildings, if they build quality roads.

Public Works Department is a conduit for passage of public money into the pockets of the three category of people mentioned. That's why Rajaji had opposed the formation of that department.

It is not true. Generally the construction of the top surface of bituminous road in which bitumen is required is avoided during the rainy season. However, the under layers of bituminous road which are called sub-base course and base course of WBM (water bound macadam) are preferred to be laid during rainy season by the agency due to the fact that these layers require watering and compaction and for the same reason the WBM is left open for traffic to achieve better compaction. The WBM is never washed out in rain unless a situation like flood does not occur. At the edges, if it is damaged due to the rain and traffic, it is repaired before the another layer is provided. Depending upon the budget provisions, the WBM roads are even not covered with bituminous layer for a year or so in case of less important roads, such as village roads where the traffic is very low. In general, the public of the area comments negatively out of ignorance of the above facts.

Only when the problem becomes evident and immediate, we tend to wake up. The newspapers & TV channels do focus on the potholes and flooded roads, but only in the rainy season. We all circumvent the potholes during the Summer & Winter but as it becomes difficult to evade them in the Rainy season, we start 'Exercise Critisism'. Is it correct?

We would do a lot of Good to ourselves and the Nation by being more 'Involved'. Why not "Critisise less and Contribute more"? This, notwithstanding the lack of foresightedness of the elected representatives whom WE choose...

Road construction and rehabilitation are an on-going affair. However, much more effectiveness is achieved during the dry season. To deliberately concentrate road works in the wet season is mad and suspect.
