The time of day for a good walk is important, I would say a morning walk to wake up the body and inhale the fresh air...however---
Do not walk or run anywhere near traffic. Your lungs will expand during your walk and breathing in the exhaust fumes from the traffic is never healthy. Try walking somewhere in a park or away from traffic routes.
Tall hedges and trees make a great filtering system. I have trees and shrubbery outside of my home and the fumes from any amount of traffic is hardly noticeable or felt by me as I exit my house.

From personal experience I would say while walking is one of the best, cheapest and easiest form of exercising, it in itself may not be very effective in reducing weight. While long and brisk walks will certainly help you in reducing/keeping your weight in check, it will have to be combined with other exercises and diet control to reduce weight.
Walking to be an effective exercise should be done for atleast 45 minutes. Anytime is OK, but I feel early morning and evening walks are ideal if you want to enjoy it. Depending on your daily scedule you can choose any of these two timings.
You must do brisk walking or even running. If you are starting you can increase the time and speed of walking gradually. You must not over exert yourself suddenly. A rough measure is that you must sweat after walking. Generally a fit person should be able to easily walk about one km in ten minutes. But brisk or fast walking will mean that you should do a km in about 7 to 8 minutes. You must start slowly and warm up by walking for about a km and then increase your speed and walk one or two kms at a brisk/fast pace and then again slow down for the cooling down and walk a km before stopping. You should atleast walk three kms every alternate day. However if you can walk more and everyday without overexerting and upsetting your normal routine, you must do it. While any kind of walking is a good exercise, brisk or fast walking qualifies as an excellent cadio-vascular exercise. After finishing your walk you must do some stretching exercises and then relax by lying down flat for atleast 5 to 10 minutes.

Walking in the morning on an empty stomach (have 2-3 glasses of water, your digestive system will also clear up after the walk & u will feel refreshed all day) is the best time to exercise...if you walk in the evenings say between 4 to 7 pm then it is also fine but any later than that then you will find going to sleep difficult....

The start of the day is a good time. You should stretch out first. Remember, a body in motion stays in motion. Evening strolls may lead to staying up later and evening snacks which will make your excercise nearly pointless. Start with ten minutes and add five more each day. 30 minutes is ideal. You should choose a pace that is comfortable for you. A path with a lot of up and downhill jogs will burn more calories and work more muscles. Remember while reducing your weight, it is important to stay hydrated!

To reduce body weight is walking in the morning is better,about 1 hour each time.Morning air is cleaner and fresher, it contains more Oxygen.If you do that under the morning sun, it can strengthen your bone, reduce the possibility of osteoporosis.

it is inthe morning. there is less pollution and also you lose fat if you walk in the morning .fast walking is always better.you can walk minimum 30 minits daily
