It does not. The coast is part of a national territory and there can be no international water immediately from it. From the coast, you measure another 12 nautical miles of water that is still a territorial water of the country. Then add another 200 nautical miles from that point and that will be the country's Exclusive Economic Zone as provided by the United Nations Law of the Sea Treaty (and provided that the country we are talking about ratified that Treaty). The point beyond that EEZ is the international water or "high seas".

BUT... there can be an INTERNATIONAL SEA LANE immediately off the territorial water or even within it where the right of passage is allowed to all international seagoing vessels. This can only be achieved, however, through an international agreement and with the explicit permission of the country concerned (since the international sea lane, in this regard, impinges on the territorial integrity of the country).

Hope I helped clarify matters somewhat.

Generally 12 miles, however there is an "economic zone" that extends 200 miles. The claim also varies from country to country. 12 miles is International Waters.

At approximatly 200 miles from the coast, depending on the country and the treaties they have signed.

get a book about international law. there is a provision stated therein.

but it would be more or less 250 nautical miles, including the national territory of the country since you are asking "off the coast"

nautical miles is different from miles.

well that would be more or less because there are archepelagic countries. national territory of these countries is quite different.
