Set limits as to what you will deal with and what you won't. For instance, if he/she is so hyper that they are making scenes in the mall or in public and it embarrasses you - tell him/her that their behaviour in public (use examples) embarrasses you and you won't go out with them if they can't stop behaving that way.
Then follow through.
If they tire you out or want you to spend long amounts of time running around with them everywhere - then set specific times for your activities together. Use your parents as an excuse if you have to; "I can go out with you for two hours, then my mom wants me back."
This friend may or may not be able to control their 'hyperness', but you don't have to make yourself handle more exhaustive behaviour than you can deal with.
