Like in this case, 6 years after 2000. Is that true? Where can one find statistics about this?

yes - it's true.

Part of it is because the president - who is in his second term - and thus cannot run anymore - is on his way out - so while he might have campaigned for candidates of his party - it doesn't seem to help.

Also, at this point in their presidential term, most presidents are starting to worry about their "legacy" - how will they be remembered.

Below are several articles - I'm not sure about the statistics though - you might have to do some searching on the internet yourself to find those out.
