And if so, why doesn't it have an expiration date?

Yes it can. Even if not left in the direct sun, its ingredients will break down over time & change the scent. I had a bottle of Haiku from Avon that's 3 years old. It smelled great when I first got it. I opened the cap this morning to wear some & sprayed a tissue. I almost got sick on the scent & tossed it into the trash.

As for the expiration date, it should have one. Why they don't is stupid. I've learned that if I don't use it in a year or 2, I won't then toss it out.

Can Cologne Go Bad

cologne has a pretty long shelf life. If it had been left open, it evavorates and the residue may contain more viscous substabces viz. solvents of the fragrence used. These may not smell bad. Watch out, if nothing of this sort has happened and you are sure that the container has not been tampered with, you may be suffering from a condition called Parosmia - "Altered perception of smell" - due to sinusitis.

Yes, most good cologne can't be exposed to heat. I've got to say anything above 75 degrees is putting it in danger of going bad. I know plenty of people that can't seem to smell the difference but there is one.

Usually it will start to have a real sharp overtone. Kind of a bitter smell like the odor they put in natural gas.

Yes, it can break down over time. Especially if it is left in direct sunlight.
