You use 5 points to ask questions. You gain 2 points for every question you answer. Good luck.

That is Yahoo! answers.

+1 = signing on to answers
+1 = voting
+2 = answering a question
+3 = picking a best answer
+10 = getting a best answer
-5 = asking a question

It's a points based game. You earn 2 points when you answer a question, and lose 5 points when you ask a question. You get back 3 points for choosing a best answer to your question.

Because it "costs" 5 points to ask a question. Which is a little ridiculous because people don't like to lose points, they try to get as many points as they can so they can get to the next level. I think a lot of people use 2 ID's, one for asking & one for answering.
