"playing" with emotions gives one a sense of power (and actual power!) over people. there are people, as well - sadists - who derive pleasure from hurting others, and this is an easy and legal way to do so. why do power hungy and sadistic people exist? that's rather more difficult to say...

because they themselves are emotionally unstable, they need to play with others and this lead to a lot of emotion problem.
