My opinion is the older the better. Experience teaches us that those of mature age hold more wisdom, education and knowledge.
"Ruling" the country as in a President should always encompass a person of mature years. "Age" itself does not mean one is suited to govern a country.
President George Bush of the United States is 60
Ronald Regan was 70 in 1981 while President
Jimmy Carter was 53 in 1977 while President
While President Kennedy was a very young 46. And, once again in my opinion, Kennedy was too young to hold such a position.
Other offices, officials, those in powerful positions should also be of a most mature age.
The current Pope is 79. (religious figure, but still)
The Queen of England is 80.
President of China, Hu Jintao is 64.
President Saheh of Yemen is 64.
These are just a few examples of rulers, authorities and Presidents of major countries. There seems to be a common thread of understanding and acceptance world wide on a multi-national level of both culture and politics that "mature age" is a factor in who governs/rules a country.
As for the United States the precise guidelines for a nominee for President states that you must be at least 35 years of age. Other criterion is involved...............
In my personal opinion this is too young. The general consenous must agree since no one younger than age 46 (President Kennedy) has ever been the President.

An older person whose had a least some hands on experience with life. Young people have fresh new ideas but can be impulsive. The opinions of both age ranges are important for society's growth and improvement.

Wisdom is acquired by making many, many mistakes, and learning from them. Youth is the condition of taking daring chances far beyond anything a reasonable or logical person would do. Thereby, youth is dangerous due to lack of experience. I would want wise and cautious people running something as important as the government. I want a wise, cautious, old fart (male or female) as leader.
Remember this - old-age and treachery will beat out youth and skill every time.

Old Persons - if they have good intentions.
Young persons are too easily deceived because they lack experience. They are impulsive and emotional.
Old persons understand better how things work so they can make better decisions based on facts and reason.
The real question is whether they believe in doing good for all the people or just for the ones they like.

I think that a middle aged person would be best suited for the task, someone around 42. Someone who has common sense and good judgement, but does not preach unrealistic things of the past to Americans.

Older people have more wisdom from just being here longer, so may be better suited to control vast areas.
They will have a tendency to not get emotional over trivial issues also.

A mature person with life experience though of course a very young person would say otherwise since they usually believe they know everything. It takes wisdom to realize that you infact know very little of what is to be known.

It depends on what you mean by the terms "old" and "young". I'd say if you're in your 50's that's old enough, but not too old to kick the bucket while in office.
