OKAY There's a Panic! At The Disco concert in November and on the band's website TODAY, they said that tickets are on pre-sale on their website. So then they give a really good offer (you're in a drawing to meet them if you get pre-sale and the price is reduced.) So anyway, I go to get the tickets, I check the status and it says "PRE-SALE TICKETS SOLD OUT!" But pre-sale tickets were announced today!
Do u think there were other people like me keeping a close eye on their tour? Or could it be that brokers bought the tickets?

Loads of people love Panic! so they were bound to sell out really quickly, and yeah, lots of people were keeping a close eye on the tour.
Try buying tickets off ebay.
