Of course it will, that is the middle of winter and the prices always go back up in the middle of winter, people are already buying gas and oil futures for that time frame today.
( if you want to see what prices will be in 6 months, watch the future markets)
It always every year goes up in the mid summer, right after something stops the flow even for a day, and it does up in the middle of winter. It goes down early spring shortly, down at the end of summer.
And yes there is no way to control the price of the world price of oil.

They probably will shoot back up because after the election more people will be traveling because it will be the holidays. IT IS CALLED PRICE AND DEMAND. If more people are travelling in their cars prices for gas will go up.
