Most likely some sort of neurological disorder, but I wouldn't rule out substance withdrawl either.

You answered it in your post.
"he is 17 years old, smoker, and a drinker."

Some achoholics become real nervous. Some get shaky hands. Some get angry. Some get depressed. Some get tired. Some don't appear to have problems, but probably have some internal or mental problem. It's not a real big deal, although it would be better for him to stop. (I'm talking about people who drink ALL the time, and get DRUNK not just a few beers here and there)

Or it could be another issue, unrelated. Maybe his hands are damaged. My hands aren't damaged, nor am I a drinker, but they aren't steady when writing or drawing. (I wouldn't call them 'shaky' though)

It could be withdrawal or a neurological condition or anxiety. I shake constantly and have ever since I was a very small child. I wouldn't assume that it's drugs unless he shows other signs like leaving work early or his shaking getting less after payday.

Hello,
Sorry to say but it sounds like withdrawal from drugs. Could also be the alcohol. A medical reason is Parkinsons.
Best of luck
God bless

It could be that he is suffering the results of excess drinking or drugs, including excess smoking. Whatever it is, he needs to have it checked out.

He could have a problem with his nervous system, such as cerebral palsy or muscular dystrophy, or it could be related to alcohol and/or drugs.

he is "jonesing" he needs whatever "drug" he is on, wheter its an alcoholic beverage or another cancer stick (cigarrette). Sure sign that he needs to quit whatever it is that he's doing (probably using more than what he is telling you).
