but really a haiku is not defined solely in terms of syllable count. that is like saying a novel is defined by having lots of words.
haiku typically have set themes, centering on nature and the seasons, the relationship between human beings and their natural world.
this is simply a poem that follows a 5-7-5 pattern
there is also the question of whether it is at all meaningful to focus exclusively on this syllabic pattern when you are talking about languages as very different as japanese and english.
in japanese each letter is a syllable. if we were to take our adherence to formal guidelines further, we should limit english language haiku to 5-7-5 letters.

also there is a tradition of ji-amari, or excess syllables in haiku as well, so the rule wasnt ironclad in japan either....
