Bulging where? His arms? Some guys just have big veins. Totally normal.

I guess it all depends where the veins are bulging out of. If they're bulging out of his head, that is definitely not good. He's about to explode. Take cover or you'll get him all over you.
I have a question for you. How is he your brother-in-law? Is he married to your sister or are you married to his brother? If he's married to your sister and the veins are bulging in his crotch, this can be very good........for her. If you are married to his brother, hurry up and find him someone to get laid, he really needs to bust a nut.
