Someone who is articulate is good at expressing themselves with words, so I would think that being "ultra-articulate" means you're VERY good at expressing yourself verbally. Or you're just extremely talkative... ;-)

well it is sort of ironic actually.

As the person above mentioned, to be articulate is to be good at expressing yourself.

presumably, "ultra-articulate" would mean someone that is very good at expressing him or herself.

however simply tacking "ultra" onto a word in order to express a greater degree of a certain quality is not itself particularly articulate.

hence the irony.
