2.16 is not less than 2.06 for the same reason 16 is not less than 6.
Think of it as dollars and cents. $2.16 is 10 cents more than $2.06.

The money example is great. You might also look at it as they both have the same number of decimal places, so ignore the decimals. Would it make sense to say that 216 is less than 206?
