I know it could be other reasons like diet, exercise, etc. but are some people just naturally different excluding these factors

Yes. That '98.6' is only an 'average' number. Normal body temperature can varry be a degree or two in either direction.

The body may be fighting a fever or just fluctuating due to health problems. Thinner people are usually colder and heavier people warmer for obvious reasons.

some people might feel more cold or hot than others for many reasons including genetics, diet, physical activities and age etc....and also although 98.6 may be the average body temperature but it varies from individual to individual.....also feeling more hot or cold may be a sign of some disease or viral and / or bacterial infection....

I think it is the layer of fat that differs from one to another.
