The moon is red over Seattle, WA also. This discoloration is the result of an un-precedented 90 days without rain, and a host of forest fires. Both of these have contributed to huge amounts of pollutants in the air.
The ACTUAL "Blood Moon" is the full moon of October. By some calendars, it is thus named because October is the most prolific hunting season. By others, it is because October is the month of harvest. And by yet another, it is because during the month of October, the herds were culled of those animals which would not be able to survive the winter.

A blood moon is a crescent moon that has a red tinge around the edges. If this describes the moon you're looking at, then I think it would be safe to say it's a blood moon. Just watch out, blood moons are bad omens.
