Yes, in the USA, at least some can legally marry in a way that's recognized by the government. If they're living as a particular gender, and are attracted to the 'opposite' gender, then it's not likely anyone (outside of their partner) would ever know and even question it.
If they're attracted to someone that's the 'same' gender as what they present, it might be a bit more problematic... though there are states that recognize marriages between those of the same gender (or sex; they are different).
Either way, a 'marriage' is possible between two loving partners, whether it's recognized as a legal one by the government or not.
FYI, intersexed is a more modern, and often more preferred term, than hermaphrodite.

why can't they,
there is no real truly human hermaphrodites.
meaning have complete both sex organs.
most hermaphrodites had gonads, testicles or ovaries that do not produce eggs or sperm.
Most hermaphrodites are women with overly enlarged or protruding clitoris ( maybe small penis like)

female: appearing without a uterus or womb, ovaries are gonads
completely sexless typically female but never develop into a
woman ( breasts do not develop during puberty)

In the United States anyways, Yes. Because legally everyone has a defined gender of "female" or "male" and everyone has the legal right to get married (although not always to whomever they want to).

In the US, yes, so can transgender indaviduals. Only SAME sex marriages are illegal, so a herm could not marry a herm as the laws stand in most states.
