However, in common modern usage, it usually refers to the act of doing that to another person's genitals.

That is when one person touches another with their permission, usually in a sexual manner. It's also called groping sometimes, and involves such acts as grabing someones butt, breast, or other sexual body spots.This is usually a crime committed by males upon females(and it is a sex crime).
This term is also applied to perverts who handle children in a sexual manner. This is a felony which is often over looked by family members and friends until it gets serious.
Any fondling of someone with out their permission or children under any circumstances should be reported to the law and the message made clear it is illegal.
One thing adults shoul;d be aware of is that fondling a child can get you on the National Child Molester List, and your Idenity and Address made available to everone in your Area and the Country.

People who do this fondling usually don;t stop and continue until it either gets out of hand and he commits a major sex crime or goes to jail.

It's touching the genital area of someone. It can be yourself or another person. If one fondles someone they are being mutually intimate with, as in a relationship of equals, then it is usually part of the foreplay in loving activities. In this case, if both partners are willing and aroused sexually, then the permission doesn't apply, in my thinking. Otherwise, why would two people be intimately touching and being together in a sexual way? Between two consenting adults, it's part of the flow of intimacy. If either partner is either underage or not interested, then this definition certainly does not apply.

In the Roman Catholic rite of the Holy Mass, immediately after the Doxology, the congregation will partake in the Pax or Rite of Peace. In most Western churches, this involves a handshake and the words "Peace be with you." If the other party is someone known to you, a hug may be substituted.

National Hugging Day was founded on January 21, 1986. December 4 is considered International Hug Day.
