It sounds as if it might need updating. Go to your update site and update anything that needs it. I know Windows ME have updated systems restore several times.

right click on the My Computer icon and then select Properties

There is a System Restore tab. remove the check box in Turn Off System Restore

Right click on my computer and choose Properties then on the other page choose system restore and uncheck the part which say turn off system restore.

Look for the My computer icon, on your desktop, or on the menu that pops up when you click on the start button. Go to my computer icon. press your right mouse button.
From the menu select properties, and click on it.
System properties window will open.
Click on the panel named "System Restore"
There you will see a check box, with "Turn Off system restore on all drives"
Uncheck it, if it is checked.
Click on "Apply"
Click on "OK"

This should get you system restore back.

Right click My computer, choose properties, at the top click the tab that says System Restore, then put the check in the box.

Assuming WinXP
Start->All programs->Accessories->System Tools->System Restore.
Then click settings and Turn on 'Monitoring'.
