No, a filibuster can only kill a bill or a motion that is on the Senate floor. If the Senate wanted to get Rummy fired, the best thing they could do would be to pass a resolution calling for him to resign,(not likely to have a major impact) or on a larger scale they could slash the DOD budget for 2007.
