Rumsfeld gave Cheney his first official job in Washington in 1969. In 1975 or 76... That team, Cheney and Rumsfeld, had moved to powerful poitions in the Ford administration.. They gave Bush SR his job as CIA director..
There is more but you get the idea that Rumsfeld owns Bush Jr.

No, a filibuster can only kill a bill or a motion that is on the Senate floor. If the Senate wanted to get Rummy fired, the best thing they could do would be to pass a resolution calling for him to resign,(not likely to have a major impact) or on a larger scale they could slash the DOD budget for 2007.
