Is Semi Gloss photo paper the same as Matted photo paper?

Semi-gloss is shiny
Matt is not shiny

i think semi gloss is more smooth and shinier.

It could be, but the Matt has a "flat" surface-appearance, the Glossey...a "Glossy".
