I would imagine that the meaning of all drains lead to the sea is because all water runs towards the sea. At the Great Divide in the US on the west side the water runs west and on the east side the water runs east. Water from Texas and the Gulf states run towards the gulf of mexico. Not all that long ago all of Baja Californias sewer water would drain out to the sea. It still does once in awhile.

All the nasty that goes down the drains basically flow into sewers, which flow into rivers, which hit the sea, Think of why there are fish that are BOTH sexes in one fish that they are finding in the Potomac River these days!

Water always seeks its own leval ( the lowest ) sea-leval is the common low-leval, therefore, water at a higher leval will always flow towards the sea .... Just ask, Popeye ! LOL
