It's called adhoc mode where wireless devices connect without an access point. If you want one to act as a router, you have to have an internet connection available and enable Internet Connection sharing. Then the other wireless devices must be configured so they know yours is the router.

The wireless adapters DO transmit and receive data but they have to be configured to do so depending on what it is you are trying to do. Windows XP does allow for internet connection sharing meaning the wireless adapter does allow for being used as a gateway to the internet for other machines. It can also be set up to expand the range of your wireless network.
