hydrolic system does work all the time it falls then won't come up?

this is a minneapolis moline tractor year 1956 12 volt system fully hydrolic

Your hydraulic pump is not putting out enough pressure, could be a clogged hydraulic filter or the control valve is not working properly by holding the pressure.

either a bad pump or leak in the system

seals are gone,see any lite brown color,got water?
