Does that mean i can call anywhere around the U.S. after 9pm for free?

Yes and all weekend long for as long as you want until your phone's battery dies. My daughter talked last month over 3000 hours with her boyfriend. Good thing he has Verizon too. Whew!

on any phone i dont have 2 be Verizon on any phone like i have cingular and on night and weekens yes, u can call anywhere u cant for free
