Try this little trick. Turn the key to on. Then get in the back seat and hold the window button in the down position and slam the door closed as hard as you can while never letting go of the down button, you are going to have to slam it pretty hard, or take the palm of your hand and smack the door panel a few good licks just below the pull handle while holding the button down. The jar of shutting the door should free up the window. The rear windows on the Taurus are bad about sticking in the up position from lack of use. This little trick usually loosens them up. If it works, try to cycle the rear windows up and down a couple times a week to keep them free.

If you know how to do electrical diagnosing, start at the main power switch, if there's power, go to the rear switch, if there's power, remove the door panel and check for power at the motor with the switch on. If there's power there, you need a window motor. If you don't know what you're doing, take the car to a Reputable service shop, not your best friend's best buddies best buddies cousin. Good luck.

Most likely its the motor. Take the panel off, and disconnect the electricl connector, and test by itself from the battery. Yes, you need wires. Then you'd know for sure if the motor is bad. Good luck.

There may be a fuse for that motor. Your local parts store will help you with their troubleshooting manual.
