Well, they walk on the grass and then get someone to throw the signs to them, they then stick `em in the ground, now the clever bit, they then walk OFF the grass. Job done. Next?

The prohibition against walking on the grass doesn't apply to the owners of the grass, or the maintenance workers the owners employ to put up the signs.
Just the general public.

Before they put the sign down, the rule is not effective, so they can just walk in. Once they put the sign down, of course, they will have to run out. The key is to run, not walk.
