Varies from place to place and plant ot plant. In some parts of the country, the first shift of the day is First Shift, and that shift would normally start at 11:00 the previous night or at 12:00 Midnight, so Second Shift would be at 7:00AM or 8:00AM. In other parts, the "Daylight" shift is considered First Shift, so Second Shift starts at 3:00PM or 4:00PM.
Some places work 12-hour shifts. At those, Second Shift starts 12 hours after First - say 6:00, 7:00, or 8:00PM.
No set rules.

Accuracy would require knowing how many shifts in a full cycle and the length of a full cycle. However, assuming 3 shifts to a full cycle and assuming a 24hr full cycle, the most common I'm familiar with is 7-2, 2-11 and 11-7, so your answer is 2 in afternoon to 11 at night.
