Testicles do not grow in size but the layer of fat that lines the scrotum does increase and there are no exercises to decrease its size you must wait for the body to burn it probably the last place the body uses stored fat.

Short answer- no.

The only way to increase testicle size is through injury (swelling) or the results of certain gonadotropic hormones. Many hormones that compete with the testicle's intrinsic functions (ie testosterone) will in fact shrink them.
