No. It is NOT true.

For any publicly traded company, go to their home page and click on investor relations. The page you are taken to will have a dividend history link if dividends have ever been paid.

If dividends are new for a company and they don't have this link, they will have a headline or important events link. The declaration of a dividend will be there.

Microsoft recently introduced a small quarterly dividend for its stock, although it is relatively miniscule at the moment compared to the other dividend paying stocks (only 1.4% according to Yahoo Finance). While the dividend it pays is small in relation to the market as a whole, it is one of the first tech companies to pay a dividend.

It also had a larger one-time dividend a couple of years ago, which amounted to $3 per share.
