This moment is unique and does not depend on location, and under certain circumstances it may be coincident with a solar eclipse.
The New Moon is the beginning of the month in lunar calendars such as the Muslim calendar, and in lunisolar calendars such as the Hebrew calendar, Buddhist calendar, and Chinese calendar.

Hi. A new moon occurs when the moon passes the sun in the sky. Normally I would consider this a stupid answer except I watched an annular eclipse in 1994. The moon, smaller in the telescope (properly filtered) than the sun lined up with the sun for only a moment. THAT was the new moon and it changed the way I thought about it. (My photograph of that moment was published in Astronomy magazine.)
