Pennsylvania - William Penn
Delaware - Thomas West, 3rd Baron De La Warr
Washington St. - George Washington

Massachusetts- named by Pilgrims and Puritans of England not kings and queens.
Pennsylvania- William Penn not a king.
California- Native Americans
Mississippi- Native Americans called Ojibwe.

Most of the states were not named after kings or queens.

Pennsyvlania, was named after Penn, who was not royalty. Etc,

But if we extend the question to include those not named after famous people, and not counting states named directly after tribes:

Utah, Oregon, Idaho, Ohio

The first answer is Martin Van Buren, 8th president, and the answer to life the universe and everything is 42 from Douglas Adam's Hitchhiker's Guide to the Galaxy+1 is 43. All I can think of is that 43 refers to Obama who is the 43rd president.

Those were randomly guessed. I know it can't be any of the East Coast states because those were the first colonies, so of course they were named after English royalty.
