I don't live in San Jose but generally 13 year olds aren't allowed to get a job. If you just want a job to keep you busy and because you want to help people volunteer.
A good place to look for volunteer oppertunities is your local library , community or recreation center , nursing homes , the zoo , maybe see about tutoring at your school , reading books to little kids , just see what's out there in your town. There are programs during the summer for kids to volunteer. Just find what you like to do.
If you want to work for money try taking on little jobs around your town , mowing lawns , watering plants and trees , babysitting , walking people's dogs , taking care of people's houses when they are gone on vacation.
It's not a good idea to take on a lot of work while you are going to school . As you get into the higher grades you'll have projects and papers to do . You also need time for yourself and your friends. Good luck!

Not legally. I'd suggest babysitting or something of that nature. The absolute minnimum age for most states is 14 or 15.

Legally, you need to get a youth work permit, or a youth work certificate, which you get from your school.
