pretty much means how recycleable they are, 1 and 2 means they can go into normal recycling bins, but 3 and up have to be put into special one because they are different types of plastic

It denotes the grade of plastic in the item. It also lets you know how many times the plastic has been recycled. The higher the number, the more times it has been recycled. That's why Styrofoam has a high number.
