Pope Gregory VII (1020-1085) is one contender.

Probably the most important was Pope Urban II (1088-1099) the pope who called for the First Crusade. "At the Council of Clermont in November of 1095, Urban made a speech that literally changed the course of history. In it, he stated that the Turks had not only invaded Christian lands but had visited unspeakable atrocities on Christians (of which, according to Robert the Monk's account, he spoke in great detail). He was also a reformer who continued the reforms started by Gregory VII. He consolidated the Church's influence in Sicily and continued the fight against Emperor Henry IV who wanted to control the papacy. (See Wikipedia)
Another contender is Innocent III (1160-1216)

i would have to say that it was the first one that called for a crusade, but i cant remember the name right now, try asking instead who was the first pope to call for a holy crusade, the first one deffinetly had the most balls and power, the other popes who asked for crusades were just following the first pope...
