It was a catch phrase from a movie (Good Morning Veitnam) that was based on the true story of Adrian Cronauer. A DJ that was assigned to Armed Forces radio and he was known to report things to the troops that he wasnt supposed to report.
Cronauer would begin his radio show with an enthusiastic "Gooood Morning Vietnam". So, it was popular so everyone started saying it. (Like, "Wheres the beef", etc.)
