yeah, well, its actually a lot worse than that

remember that the collected your money all through the year, before it was even due, and THEN they delay the refund

the problem is, they are the government, and the government is actually us

so, if we got a law passed that said that if the state did not get our return back in 2 months (or whatever) that they had to pay us double, what would happen? well, they could hire more workers so they could do the returns faster, and WE would have to pay for that, or they could pay the double returns, but WE would have to pay that too

you can't apply money penalties to the taxing entity because that is just applying them to yourself, where they get all their money

the only recourse against governments is voting power

if prompt tax returns becomes important enough to enough people then somebody will base their campaign on it, and if elected, will probably do better, at least for awhile or before the next election

it is justice, because justice has to do with the law, and the law says you are penalized for paying late but the state is not, that is the law, that is just

it is not fair, but then, almost nothing is

Because the state makes the rules. Justice never enters into the question, because under our current system, the govt and the people do not have equal obligations to follow the rules.

If you're owed a refund, it means you're giving them too much in the first place. Fix your deductions so you're only paying what you owe, then there's no refund (or payment) to worry about.
