Assuming you know what leeches are: In medicine, they are good for fingers or toes (digets) that have been sewn back on (replanted), injuries caused by a ring (usually a finger ring) getting caught in equipment while being worn (ring avulsion injuries) and free flaps with good arterial flow but no venous outflow usually means some sort of repair (probably the end of an amputation) where there is too much blood flowing in, but not enough going out, so it swells up - hope this helps.

Doctors use leeches to increase blood circulation to digits (fingers, toes) that have been reattached, to areas that have sustained heavy trauma. To good artierial inflow but no venous outflow, means the blood is going in through the arteries, but little or none is going out through the veins. Does that help?
