it depends, some time it might be a vein or sometimes it can be something else. i dont want to say that it may be bad but you need to describe it better... or even a pic.. hope it goes away or see a doctor about it...

Well, I haven't seen it and I don't want to. Bumps are either disease or they're not. For example, warts don't usually hurt, but they're bumps, and they're contagious and gross. So get your wiener checked out and if you need to take some meds or get the bump frozen off or something, it's better sooner than later. Or it might be benign--I don't know.

soap spot under the skin, but get the doc to check it out, especially if shes a cute one with latex gloves, works for me

well, uv gotta get it checked!! it could be a number of things, apart from herpes or warts, it could be a blocked sebaceous gland, ingrowing hair or a blocked hair follicle!! don't worry, just get it checked!
