That's called "Samurai Blue," and why Japan's soccer team wears samurai blue uniforms is unknown even to the Japanese.

Japan started to wear them in the 1936 Berlin Olympics and defeated Sweden by 3-2. Since then, blue has been considered to be the lucky color for Japan's soccer team.

Samurai blue is said to represent the ocean and the sky, as well as speed. (Japan is surrounded by the seas on all sides.)
