You can say: 17 minutes past the hour,or a quarter past the hour.

Since 17 minutes past is close to quarter past than 20 past, then 'just gone quarter past' would seem more accurate. Course, by the time you've finished arguing, it's probably gone twenty past!!!

If it was on a clock on the wall or somethin, with hands, I would say just after quater past. If it was digital I would say 20 past.

Id say just gone quarter past due to the fact that as its only 2 mins past quarter past and 3 mins to go to twenty past - really it is nearer to quarter past!!!!!

i would say "just gone quarter past" because quarter is a round answer whereas 20 minutes isnt - also if you say that, they know that it isnt 20 past yet, but neither is it quarter past. lol
