spoofie!! Great question! The purpose of a nuclear bomb, a weapon of mass destruction (WMD), is to kill two or more living things on impact or to break apart enormous meteors that may hit the earth (like in the movies)!! :)
If you can't trust a child with a loaded gun or a pointed object, why give a lunatic a WMD. It has already been documented how N. Korean has exported military weapons to other countries. Are you willing to take a chance that they sell their nukes, knowledge, etc to the highest bidder. Their is no reason for N. Korean scientiest to be in Iran, or other middle eastern countries, in the recent years other than to sell more weapons. They have no other export other than weaponry.
They not only threatened Japan but Japan's ally, i.e. U.S. in the past.

They talk a lot of trash, but that's all it is. The U.S. is paranoid and they want to control everything because when you control everything your country becomes richer. But that's all changing now with China gaining power.
By the way they are building nuclear power plants not weapons. Bush says they are going to build weapons, but he has as much proof as he had with the WMDs.

No one should have them! I know it helped to bring the second world war to an end. But too many people are killed or wounded long term.

i do not think they want to start a war, because they cannot afford to do so. The country is not rich.
